Shooting on 19th St. Leaves one dead, one injured and two in custody

Early this morning there was a shooting approximately at 1101 S. 19th St. Two victims were hit as a result of the shooting. It is unknown to us at this time what the condition is of the two victims, but as of 3 a.m. both victims were going into surgery.

After the shooting near 1101 S. 19th St. the suspects then fled to 142 S. Wesley St in Springfield, Illinois. As reported by a source within the Springfield, Illinois Police Department – There was an argument that happened between the suspects first, possibly about the shooting. Officers stood outside waiting for the suspects to come out of the house. Eventually, one suspect came out and was taken into custody and then another suspect came out and was taken into custody as well.

The two suspects are currently in the custody of SPD and is currently being interviewed by Detectives. One of the confirmed suspects is Richard Lawuary. Detectives do have a witness to the shooting and are currently interviewing the witness. As of 4 a.m. another witness may have came forward as well to provide some useful information to the Springfield Police Department.

**Update at 9:22 A.M. on January 30th, 2013 – One of the victims, Charles E. Rice, has been confirmed to have died from his injuries.

Update at 1:28 P.M.– Second victim we are advised was a cousin to the first victim. The second victim was shot in the chest but is currently in stable condition. We will report the name of the second victim as soon as we can confirm it.

Update at 1:40 P.M – Oscar L. Brown & Richard J. Lawuary have been arrested for the shooting on 19th St. in Springfield, Illinois.

Oscar L. Brown may face charges of first-degree murder and attempted murder.

Richard J. Lawuary may face charges of aggravated unlawful use of a weapon by a felon and obstructing justice. Detectives believe Richard Lawuary did not fire any shots in the incident.

The motive for the shooting was because Oscar Brown and Richard Lawuary’s vehicle struck Charles Rice’s vehicle, which was parked. After the accident, words were exchanged followed by shots from a handgun that was allegedly fired by Oscar L. Brown and struck both of the victims. The vicitms of the shooting, Charles Rice and Richard Williams, were both unarmed during the incident.

Background info on Richard J. Lawuary: On April 24, 2009 a Chatham, Illinois Police Officer had fired his duty weapon upon Richard J. Lawuary in an attempt to get his vehicle to stop. In that incident Richard J. Lawuary was only a passenger in that vehicle. No criminal charges were filed against Lawuary in that incident. Charles E. Rice Jr. Funeral will be Saturday, February 9, 2013. We will keep you posted on the rest of the funeral arrangements.
